Charles W. Hartgrove is an International City/County Management Association Credentialed Manager (ICMA-CM) with over 18 years of local government experience. He began his appointment as the Town Manager (Chief Administrative Officer) of Ashland in 2003 after serving in similar capacities in the Virginia communities of Middleburg and Gate City.
He graduated with a Bachelor’s degree in government from the University of Virginia’s College at Wise. He also received a post-baccalaureate graduate certificate in public management from Virginia Commonwealth University where he is currently enrolled in the master of public administration program. He is also a graduate of the University of Oklahoma’s Economic Development Institute.
Mr. Hartgrove continues to expand his professional expertise as an active member of ICMA and serves on the Executive Committee of the Virginia Local Government Management Association (VLGMA). He has also participated in the Senior Executive Institute at the University of Virginia and the ICMA Gettysburg Leadership Institute.
